	New file inserted.

(pcobol) BZ 956 Cobol Convertor does not convert FDL's with mixed case.

	Changed the cobol converter makefile to produce a case insensitive
	analyser. 

(pcobol) BZ 957 Getting Lexical  analysis errors when line has "VALUES ARE"

	The problem was actually in the 88-Value line. The parser now
	accepts (and ignores) 88 lines in this position.
